Condo Board Election Revolt! – How Florida’s First
Condo Ombudsman Became the 500-Pound Gorilla

takes the reader behind the scenes to share the frustrations, challenges, and oppositions encountered by the first Condominium Ombudsman in America. It explains how a handful of volunteers working with the Ombudsman managed to overcome these obstacles and accomplish the office's legislative mandate in such a short period.

The first Condominium Ombudsman in America was fired. Why? The Governor of Florida is the only one who truly knows, but the author attempts to connect some of the dots to help the reader arrive at his own conclusion.

From a behind-the-scenes view the reader gains an understanding of what was going on during the infancy of this new Office created by the Legislature in 2004. Exploring the requirement of the legislative mandate, the reader learns what was and what was not provided to execute that mandate and develops an understanding of the challenges confronted by the Ombudsman.

The book focuses on one of the Ombudsman's four areas of responsibility – Conducting Elections.  It provides step-by-step descriptions of the regular condominium election, the petitioned election, and the election monitor processes.

Val Lucier’s book is very educational.  It shows us just how much more work needs to be done to establish stringent legislative reforms that will be fair to condo owners.  We have seen that the integrity of elections in associations has been seriously compromised.  Legislative intent calls for fair and democratic elections, not elections that pit the condo boards against the condo owners.  Even with competent condo election monitors in place, this book shows how many condo board elections have proven detrimental to the owners.  Integrity of elections will be accomplished only when legislative reforms reflect that condo owners must have fair and democratic election procedures that are firmly enforced.
